Pumps are always broken or inoperative. You will not know this until after you exit your aircraft and roll the hose out, for example. Their response is usually, "well did you try the other one"? Meaning the alternate location on the field. So you are expected to roll back up the hose you deployed at the initial location, get everyone back in your aircraft, start up, and taxi over for plan B. Then, get everyone out of your aircraft and go through the same procedure. And that pump might or might not function either. This is the issue when a single entity controls the service.
